About the Office
The Office of the Secretariat at our university has been led by the following Chief Secretaries: Ping-Shan Hsueh, Associate Professor, School of Accounting and Finance Development (August 1999 - June 2002); Chi-Chih Chiu, Associate Professor, Department of Business Administration (July 2002 - August 2003); Ming-Cheng Lai, Associate Professor, Department of Business Administration (September 2003 - July 2004); Neng-Ching Lo, Professor, Department of Public Finance and Tax Administration (August 2004 - July 2005); Li-Yu Chen, Associate Professor, General Education Center (August 2005 - July 2007); Kuei-Feng Li, Associate Professor, General Education Center (August 2007 - July 2014); Chi-Lin Lee, Associate Professor, Department of International Business (August 2014 - April 2022); and Hsiang-Fa Ling, Associate Professor, Department of International Business (April 2022 - August 2023). The current Chief Secretary is Chao-Ching Lee, Professor, Office of Physical Education (from August 2023 to present).
In August 2014, with approval from the Executive Yuan, the institution was officially renamed from the National Taipei College of Business to the National Taipei University of Business (NTUB). According to Article 10 of the university's organizational regulations: "The Office of the Secretariat shall have one Chief Secretary responsible for secretarial affairs, to be concurrently held by an associate professor or higher, appointed by the President, or by a staff member. Divisions under the Secretariat may include the Division of Secretariat Affairs, the Division of Public Relations and the Division of Alumni Services, each staffed with the necessary personnel."
Since August 2014, the Office of the Secretariat has been comprised of three divisions: Division of Secretariat Affairs, Division of Public Relations, and Division of Alumni Services.
The Secretariat of National Taipei University of Business (NTUB) is an advisory unit of the school. Under the guidance of the school President, it enhances each department’s development.
The main objectives and mission of the Secretariat are to innovate actively, play a key role in communication and coordination, value the importance of team work, and emphasize efficiency and quality of service.
Responsibilities of the Office
1. Convening and managing University Affairs Meetings, Proposal Review Subcommittee Meetings and Administrative Meetings.
2. Convening and managing meetings of the University Affairs Fund Management Committee and the Investment Management Sub-committee.
3. Convening and managing meetings of the Internal Control Project Sub-committee and overseeing internal audits.
4. Coordinating university affairs across all first-tier administrative units under the President's directive.
5. Reviewing and assisting with all university-wide documentation.
6. Handling classified documents, confidential telegrams and presidential confidential correspondence.
7. Hosting and coordinating visits by external guests and dignitaries.
8. Managing the university President’s official seal.
9. Issuing press releases and event announcements, coordinating media interviews and receptions.
10. Shaping the university’s brand positioning and marketing strategy.
11. Implementing, managing, and executing media utilization plans.
12. Coordinating promotional activities internally among departments and offices.
13. Promoting internal and external public relations initiatives.
14. Maintaining and updating the alumni database through periodic surveys and updates.
15. Mailing newsletters and related materials to alumni.
16. Organizing and hosting alumni homecoming activities.
17. Updating and maintaining the liaison webpage and responding to alumni emails.
18. Participating in alumni association events and general meetings.
19. Assisting the Alumni Association in facilitating alumni connections.
20. Organizing selection processes for outstanding and dedicated alumni awards.
21. Assisting with handling alumni donations and support initiatives for the university.
Division of Secretariat Affairs
Service
1.Hold college coordinate affairs meetings.
2.Hold administrative meetings.
3.Hold college affairs – proposal review group meetings.
4.Hold School Fund Management Committee meetings.
5.Assist the President with administrative affairs and coordinate affairs between different units.
6.Hold school financial procedures and internal control implementation meeting.
7.Coordinate the departments for the school development.
8.Review and edit college documents.
9.Handle confidential documents and telexes for the college and the President.
10.Review and publish school administrative bulletins.
11.Handle matters with regard to reception of guests and visitors.

Division of Public Relations
Service
The Public Relations Division is not only the unit to connect the institution with the media, but also the hub for delivery of on- and off-campus announcements. This unit is in charge of handling public affairs, updating news reporters’ database, holding press conferences, keeping good relationship with media outlets, maintaining the hot news on NTUB Homepage, writing news releases related to major events, seminars, lectures and other university activities.
The goals of the unit are to actively interact and contact with the media, promote the announcement and communication of positive news, establish standard procedures for holding press conferences and announcing news, promote the quality of press conferences and the speed of communicating messages.
The office is divided into the following three categories:
